What pre-chilling a cooler actually does
Even a heavy-duty insulated cooler starts at the temperature of wherever it has been stored. If it has spent the week in a warm garage or sitting in the sun, the walls, lid and interior are holding heat. Throwing in fresh ice means that ice immediately starts absorbing that stored heat. That is ice melting before it has done any useful work for your supplies.
Pre-chilling brings the inside of the cooler down before your food, drinks and final ice load arrive. The insulation then has a cold environment to maintain, rather than a hot one to fight. Start with a clean, dry cooler

Fill the bottom with a bag or two of inexpensive ice, depending on the cooler size. You do not need to fill it to the brim. You are cooling the cooler, not stocking the whole weekend yet. Close the lid and leave it alone for the night.
Frozen water bottles are another smart option. They are less messy, can be reused, and provide cold drinking water once they thaw. Use several large bottles so there is enough cold mass to make a difference. Chill your cans and bottles in the fridge first. Freeze what can safely be frozen, such as ice blocks, some prepared meals and water bottles.
Then add fresh ice around and over the contents. Ice on top is useful because cold air sinks through the load. Pack the cooler full enough to minimise empty air space, but do not crush food or make it hard to find what you need.
Make your final ice load work harder
